There Oughta Be A Law

Harry Shorten was a publisher who started out as a cartoonist in the early 1940s. "There Oughta Be A Law" was his version of the successful "They'll Do It Every Time" panel by Jimmy Hatlo. In the 1940s he worked at M.L.J. Comics doing features like The Shield, and then moved on to Archie. He founded Tower Comics in the 1960s, as well as being a publisher of paperback books. Shorten retired in 1982, and died at age 76 in 1991.
